+++ This bug was initially created as a clone of Bug #1661673 +++

Currently ESR91 is still marked as next-esr within automation and a bunch of other places. We should fix that.

No longer blocks: 1661023, 1666434
No longer depends on: esr78

esr91 should now update the regular (non-next) ESR bouncer aliases, and
update-verify should test updates from esr 68.x to 91.x.
