Following the creation of the ability to sort user account, the account creation process just drops new account at the end of the account list. Order is why we use a mail aggregator and client such as Thunderbird. I suggest to process that was started with the account sorting be completed by asking the user where to place the newly created account.

That's...pretty unusual IMHO.
A new account is like a new item added to a list. New items are usually added on top or bottom of the currently existing list, and after the item is created you can reorder it the way you want.
Asking where to place the new item is strange and I don't think I've ever encountered an application doing that.

This is not a regression of bug 244347, and it's also fairly similar to what you requested in bug 1740825 comment 2.
