I am filing this as a defect, as I consider the changed behaviour a defect or a regression, intentional or not.
I have noticed that post V91 Thunderbird simply appends new mail account to the end of the folder pane. I know this release offered the ability to sort the folders in a cumbersome way, but Why not just add new account as always in the past, on the end of the mail account list. This new behaviour is not an enhancement of the experience
The first time it happened, I though the mail account wizard had failed. Because I was playing with the mailfence stuff (poor product choice really, but that is another bug.) I just assumed they got some special treatment.
Then today I added an AOL account, and again I had to scroll past RSS feeds and NNTP accounts to get to the new mail account. Way down the bottom of a very long list of non mail accounts. It is fine you have provided me a way to sort my accounts, but really this is forcing use of a feature I did not have any need for until the new system came along and made it defacto mandatory.

It's working as designed. You can now move accounts to where you want them. Who's to say your feeds are less important than the secondary mail account?
Anyway, since you CAN move them now, there's no "placing the new account after the mail accounts", because the accounts are spread out in undefined order w.r.t. type depending on how the user ordered them.
I still consider this a significant regression. It might be working as you designed it. I feel the design is fundamentally broken if I have to fiddle with my settings to put my newly added mail account with other mail accounts. Whom ever considered it was a good idea to remove order and replace it with chaos is not thinking. Sorry.
If this was a well thought out design that asked me where in the list of accounts I want this one placed and provided a user interface to set that up I would agree the user can now order their accounts. But this is not a well thought out design.
You have to know that you go to this other dialog where account settings are located and without any sort of defining user interface and make a leap that the accounts can be dragged up and down in that list. A list that even includes account that are not showing in the user interface..
Apparently, just about every step forward is now requiring a reduction in usability and basic order. I can not manage my toolbar that has been broken due to expediency years ago. Now I have to fiddle with account order because we are improving something that was not broken. A few, and it was a few, thought they wanted to reorder their accounts. So I have now filed bug 1742179 to fix this rather silly aborted account creation process that forces me to access a feature I never had a use for in the past.
