User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:99.0) Gecko/20100101 Firefox/99.0
Steps to reproduce:
- Download more than one file.
- Open the Downloads panel.
- Drag any file but the latest to a suitable drop location (e.g. local file explorer or upload drop zone of a website)
Actual results:
Firefox always gives you the latest download.
If the latest download was deleted, you can't drag any download.
Expected results:
Firefox should give you the download you were dragging.

This should be fixed in Firefox 100, released last week. If it's still broken for you there, please comment and/or reopen the bug report.
