Details

Mozilla 1.1 doesn't respond to the mouse scroll wheel, regardless of the
Preference settings.

This info from the About box:
 Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.1) Gecko/20020826

The mouse is a Microsoft Wheel Mouse Optical 1.1A USB.

I reported this in a previous version of Netscape, a few years ago.
