In 106 beta, we should disable whatsnewpage by uplifting patch similar to below in 107 nightly.

For the "background update to Firefox 106" experience, we intend to launch users into Firefox from a toast notification. We have support for launching to a specific URL but our mild preference is to just open the browser and have it determine what the correct landing point is. The users who might launch in this manner will not have used Firefox for >28 days. Is landing to this "onboarding upgrade dialog" appropriate for those users?

Punam, I don't see bugs for the other two items mentioned in https://bugzilla.mozilla.org/show_bug.cgi?id=1774071#c3. Did I just miss them, should they be stapled to this bug, or do we want new bugs for them?

Yes this is what was expected:
- Users update to 106
- Some see the notification (Win10/11 who have not run Firefox for 28 days or more), others don't
- Regardless of how Firefox is opened (auto restart, desktop shortcut, taskbar pin, click notification....) on first session post 106 update users see the MR onboarding upgrade dialog

Keeping @Ania in loop about toast notification on Windows as another entry point to open Firefox that will trigger existing user onboarding flow on upgrading to 106+

I have verified this task and I confirm that the "What's New Page" is not displayed after an upgrade if the channel is set to "release".
Verified using the latest Firefox Beta (106.0b6 Build ID - 20220929195234) installed on Windows 10 x64, macOS 12.6, and Linux Mint 20.2 x64.
