The plan for Firefox 94is to not open a tab to a whatsnew page and instead show some content directly inside Firefox for upgrading users.
Simarly to what was done with the MR1 release and bug 1697530 we'll want to ensure that the server does not trigger the WNP.

Bug 1720403 was a last minute uplift to release to turn on whats new page for 90 after it was turned off for 89. I believe we want to only turn off for 94, so maybe we can have a condition specially to turn off for 94 (instead of removing the entries and restoring them)?

We can just wait until 94 goes to Beta in a couple weeks and leave m-c alone I would think.

Chained it to bug 1732713 to keep it on the radar for when the times comes.
