As a followup to Bug 1745763 and Bug 1745764, we should expose as DNR api namespace properties the DNR limits that we are also enforcing internally:
- GUARANTEED_MINIMUM_STATIC_RULES
- MAX_NUMBER_OF_STATIC_RULESETS
- MAX_NUMBER_OF_ENABLED_STATIC_RULESETS
- MAX_NUMBER_OF_DYNAMIC_AND_SESSION_RULES
