Steps to reproduce:

Moved some bookmarks around from one bookmark folder into another bookmark folder on one computer(Windows 10 Desktop).
On my other computer(Macbook pro) the changes didn't happened. So no sync actually happened.

Expected results:

What should have happened is when i moved the bookmarks around on my Windows 10 Desktop these bookmarks should have moved on my Macbook Pro as well since i have sync turned on. But that isn't the case....

It looks like you have a master password (primary password) on your browser that needs to be unlocked to be able to sync successfully. https://support.mozilla.org/en-US/kb/using-primary-password-sync

I don't have primary password enabled. Just checked on both my computers and that option is disabled...
Also, uninstalled and reinstalled firefox on my macbook, and logged in again, and apparently bookmark sync was working.
But for some reason, it isn't syncing my saved login info for all of my websites... So i guess reinstalling solved part of the problem?

Sorry you are having this problem - it sounds like a dupe of bug 1793386. Regarding your logins, what you could try doing is going to the computer with all the logins already there, then going to about:preferences#sync, disable logins syncing then re-enabling it - that should ensure all records on that PC are uploaded.
