Currently, with the pref set, we will show the native fallback warning, bug 1806412, when the TRR confirmation fails and when select DoH heuristics are tripped.
However if the user is offline or does not have a stable internet, the confirmations will fail and we should not be showing this warning.

We don't want to show the native fallback warning with no network, since clearly that was not the problem.
