Steps to reproduce:
- Navigate to:
- Observe the result.
Expected Behavior:
The cookie policy loads and can be actioned upon.
Actual Behavior:
A transparent pop-up loads.
Notes:
- Not reproducible with ETP set to STANDARD
- Reproducible in PRIVATE BROWSING mode.
- Screenshot is attached.

There are several requests to Quantcast (such as https://cmp.quantcast.com/tcfv2/45/cmp2ui-it.js) being blocked as trackers in strict/private mode. I'm not sure what we can do about this unless Quantcast becomes considered a non-tracker.
