This appears to only be used in an xpcshell where we can directly use InspectorUtils.getCSSPropertyPrefs()

This was only used in a XPCShell test, where we can
directly use InspectorUtils.getCSSPropertyPrefs() instead.

The only point of that xpcshell is testing that the database is in sync, so I think the test can be cleaned-up as well fwiw :)
