Steps to reproduce:

  1. Log out the Bugzilla.
  2. Log into the Bugzilla.
  3. Refresh the page.

Actual results:

The page grays out.

Expected results:

The following message shows on Release:

"To display this page, Firefox must send information that will repeat any action (such as a search or order confirmation) that was performed earlier."

This is a regression from Bug 1820534.
