The Compaq Presario 700 series of laptops has a touchpad for moving the mouse
and a little four-way "hat switch" style joypad below the touchpad for
scrolling. You can push up, down, left, or right only, and it scrolls like the
wheel on a scroll mouse in most applications.  Many applications handle it
natively, and for those that don't it "fakes it" by temporarily moving the mouse
to the appropriate scroll elevator, faking a mousedown and moving
up/down/left/right as appropriate, then releasing the button and moving back to
the original location of the mouse.

In Mozilla, though, since it's using the custom UI and not the standard Windows
scrollbar widget, this doesn't work.

I believe this bug is related to bug 56892 as it is a similar situation with a
custom driver scrolling apparatus.

Reproducible: Always

Steps to Reproduce:
1. Launch Mozilla
2. Go to a web page that is bigger than one screen so the scroll bar is active
3. Press on the scroll pad 

Actual Results:  
Absolutely nothing.

Expected Results:  
Scrolled, either by picking up a scroll event from windows or by faking a move
of the elevator.
