[REGRESSION] Collapsing Sidebar causes page to mis-render

When resizing the width on the customizable "My Panels" panel on the left side
of the screen, the page sometimes misrenders. There seem to be a couple of
problems with this and the reproduction paths are different so I'll write them
up as separate bugs though they may very well require only one fix.
Steps to Reproduce:
1)type www.mozilla.org in the location box, and press return
2)when the page comes up click on the small lighter blue vertical bar in the
center of the vertical blue divider that separates the "My Panels" box from the
rendered page--the panel should collapse to the left.
3)the divider should be the only remaining visible portion of the panel. Click
on the button on this bar again.
Actual Results: When the bar expands out to the right the page fails to
rerender leaving a large area colored in with one of the gtk theme's colors.
Expected Results: The bar should merely move to the right revealing the
contents of the customizable panel and the page should just shift right and
render correctly.

Additional Information:
This may be a duplicate since it seems so obvious, I can't find it in the
bugzilla database so just check before going to too much effort. Basically the
just seems like the page is not properly refreshing. This is not always
reproducable. I did find that it seemed to be loosely correlated with the size
of the browser window in relation to the page being displayed--i.e. if the error
wasn't reproducing sometimes resizing the browser window and then going through
the reproduction steps would cause it to fail. Though sometimes this didn't
seem to matter at all.

As far as I can tell, this is a duplicate of 22214, "Sidebar blank after
