nothing been dragged.
Reproducible: Always
Steps to Reproduce:
1. Drag any URL and drop it to "Personal Toolbar Folder"
Actual Results:
Drag-n-drop should work as before.
Drag any URL and drop to "Personal Toolbar Folder" successfully.

To avoid misunderstanding the "Personal Toolbar Folder", I captured it and made
red marks.

I have the same effect in:
--
Mozilla 1.4b Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.4b) Gecko/20030508
--
I can't put anything to "Personal Bookmark Folder".
Aside of that (and this is even worse) I can't create any folder from
"Bookmarks Manager".

WFM, have you tried with a recent build and new profile ?
There were some problems with personal toolbar which should be fixed now.
Also, try to "reset" your personal toolbar by invoking "Set as Personal Toolbar
Folder" in the View menu.
Well, I've figured this out.
The problem I'm seeing is when you've deleted the Personal Toolbar folder, and
then try later to drag/drop something on the Personal Toolbar. We fail.
Shouldn't we try to automatically create a Personal Toolbar folder and allow the
drag and drop to complete?

I too have just run into this issue. As Stephen Donner suggested, I think we
should automatically recreate the folder. For a lot of users creating the
folder, if they deleted it, is not intuitive, especially if they have done it by
accident. By doing it automatically, it is one less user thinking something is
broken in Mozilla.
Also, once the folder has been recreated, by hand, it is not activated until you
re-enter the profile, either through Mozilla restart or profile switch. This
adds to the confusion, since it is not immediatly obvious why the folder is not
being taken into account.

I am just adding a comment to indicate that this issue is OS independent. Based
on my usage of MacOS X and Windows 2000, this affects them both.
- Its a shame Bugzilla does not accept multiple OSs for a given bug report, but
that's another story.
