Good catch -- those are very likely the same bug. (Is this a regression, something that used to work in earlier versions?) I think I'll dupe the earlier one to this one, however, since this has the useful attachment, and has already been confirmed.

Answering my own question, this is indeed a regression -- 1.5 does not exhibit this problem, as reported in the dupe.
