In Mozilla, to "Select Location Bar" you can use Alt+D or F6 or Ctrl+L
In IE, to "Select Location Bar" you can use Alt+D or F6 or Ctrl+Tab.
So far ok.
But it's incorrectly mentioned on all help pages that the shortcut key F4
selects the location bar in IE. It does not just select the location bar but
also activates the drop down. I can use up and down arrows to select a page and
hit enter. There is no such key in firefox.

Confirming, IE does use F4 for this action.
In addition, I can't see a way to get to the location bar history via the
keyboard. Using Alt+D, Ctrl+L or F6 puts focus there, but you can't use up/down
to navigate entries.

On winblows, any "drop down" control that has focused can be dropped down with
ALT-DOWN_ARROW and this works with FireFox on windows. Can somebody try this on
unix and mac?

Fixed for all autocomplete textboxes in bug 263853.
