The 'view' dropdown menu is inaccessable via the keyboard

Steps to Reproduce:
1. control + h to bring up history sidebar
2. Attempt to focus 'view' control fail
3.

Actual Results:  
Unabled to gain focus on 'view' dropdown menu control

Expected Results:  
Gain focus
