The window which opens is empty. This function is done automatically on Windows XP where Netscape was used and the bookmarks were easily transferred. I have removed and reinstalled Firefox hoping to get it to reinitialize the migration process to no avail. I have exported IE Favorites to a Favorite.html file but cannot get it into Firefox bookmarks. I am running OS 10.2.8 on a Beige G3. I have also tried to use the import function under Manage Bookmarks but it also is a dead end process. Reproducible: Always Steps to Reproduce: 1.Click on Import 2.Small window opens which says "Import Settings and Data from:" Then click on 'from file" 3.Nothing happens Actual Results: Nothing Expected Results: A file selection proces using Finder should have resulted. The user would then select a favorites.html file or a bookmarks.html file to be imported into Firefox bookmarks. The book marks would then appear in Firefox.

From File was broken previously and should be fixed in current nightlies. Since you reported using Safari I don't know what build you're using, but it can be found in Help->About Mozilla Firefox It should look something like Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7.3) Gecko/20041026 Firefox/1.0RC1

"From File" bug was fixed, but importing IE favorites on Mac had been broken long time ago. see Bug 205483. I think this is a dup of Bug 236304 or Bug 205483.
