This is past beta and forward looking statement (as the men in khaki would say):
While the design originally planned with toolbar buttons reaching into the grey 
area on navigator was intended as a visual identity hallmark of the new default 
skin, it excludes re-arranging toolbars at a later time, since the grey area 
would be wedged between toolbars if users wnat to move the bookmarks bar to the 
bottom position.

Reproduce: always. How: look at current browser toolbar area, and image what it 
would look like once we could reposition toolbars by dragging.

Therefore I recommend a design where the full toolbar is using the striped blue 
background spanning its whole height. At the basic level this would require 
updating the background-image (already sent to Ben). 
Some more changes are required to simplify and make toolbars be the only 
elements inside a toolbox (those changes have also been submitted earlier to 
Ben) with all toolbars having a throbber area to the right.

This is a dup of bug 20058, which already has a patch to fix the problem. The 
patch needs a bit of work, but it'll save Ben from writing it from scratch.
