Details

I gathered comments from several contributors, some of them key developers:

The graphics are bad and amateurish (they are VERY bad on lower resolution 
monitors) 
The icons we are using (cross-product: browser, composer, mail/news, etc) need a 
LOT of work. 
Horizontal lines used for background in navigation bar (caused monitors with 
lower sync rates to shimmer/shake!) 
Do we REALLY need the Netscape "N" in the upper right corner of the Composer 
Window? 
Gray border area between navigation bar and content area 
Lack of consistency. We have several different looks for control surfaces, we 
should have one. Scrollbars have the more traditional grippy look, where as the 
side bar grip and toolbar grips look totally different (not like grips at all).
Grippies on splitters don't suggest min/max affordance.

Note: This bug report may turn out to be merely a tracking bug for dependent 
bugs filed against specific issues.
