This is still an issue. Just ran into it today. Chrome works just fine and returns the referer just fine.
Firefox even ingored the referrerpolicy attribute on the link tag for the favico.ico

This is a different bug, comment #0 is specifically about the case where no link
tag is present at all, and we load favicon.ico
from the root. Can you file a separate bug with more details (ideally a reduced testcase that reproduces the problematic behaviour you're seeing), please?
