Follow-up for Bug 287945 but for toolkit

For system integration (mime-types, default handlers etc) BeOS application require proper file attributes (metadata) to be set.
This was done in XPFE-SeaMonkey via resource file.

setting Makefile to use apprunner-beos.rsrc and apply it with xres (via
rules.mk) to seamonkey-bin
(Tested, all works, patch discussed with Standard8 already)

P.S. In future apprunner-beos.rsrc must me copied to suite/app from xpfe/bootstrap and line in makefile changed to 
BEOS_PROGRAM_RESOURCE = $(srcdir)/apprunner-beos.rsrc
