If I understand the complaint, would this not accomplish it: In Junk Mail Controls (Tools > Junk Mail Controls), select the desired account, then, with "Move incoming messages deteremined to be junk mail to:" checked (I believe that's the default), select "Other:" and specify the desired folder (by checking "Other", the default "'Junk' folder on:..." unchecks itself).
