As part of fixing bug#419487, we should also repair/convert pre-existing data from being "test-run time" to being "build time".

In recent discussions, I think we decided that this was not do-able. Instead, we're going to select a well-known-time to do the switchover from "test-run time" to "build time". When looking at data in graphs, we'll treat the numbers before switchover as less accurate, and numbers after switchover as more accurate. Is that a fair summary, and if so, can we close this as WONTFIX?

Went with the plan in comment #1 - chose a switchover date and went with it.
