summary says it all. does work in TB 2.
Reproducible: Always
Steps to Reproduce:
1.click and drag a subfolder to local folders
2.ctrl click and drag to another folder
3. '+' icon appears but folder is always moved
Actual Results:
'no' icon shows and it isn't possible
if drag to another folder it always moves it even with 'copy' ctrl key activated.
Expected Results:
drag and move as in TB2
TB2 does't allow drag and copy of folders
dragging move and copy works with emails.

DUP of Bug 467994, isn't it?
I tried a dozen searches to find what I thought would be a dup. After your note I rechecked my queries, one was almost an exact query of the summary. There it was 100 of 200.
Should I add the note about the 'copy' failure or start a new bug. It doesn't have anything to do the failure with root as target.

For "can't copy folders" part in your bug summary.
There are 4 cases.
(1) Drop at root level (Drop at account name)
(1-A) Drag between different account, Drop at root level
(1-B) Drag within same account, Drop at root level of this account
(2) Drop at non-root level (Drop at folder or subfolder)
(2-A) Drag between different account, Drop at non-root level
(2-B) Drag within same account, Drop at non-root level
Bug 467994 is for issue when (1). Your "can't drag subfolder to root Local Folders" is (1-B) with account="Local Folders".
What kind of operation do you mean by "with 'copy' ctrl key activated"?
Drag&Drop between what? (2-A) in above? Or (2-B) in above?
I don't understand your relationship between accounts and folders.
I have one root 'local folders' many folders and some subfolders.
1. dragging between any level folder moves the folder whether the ctrl key is pressed or not.
However in retrying this morning only copy would work and not move on the first maybe first and second attempt. However now it is back to the same.
I made a second profile and the two profiles are not visible so I can't tell on that one.

AFAIK, developers of Tb didn't change this basic design/implementation.
Where can I see document which describes that "Ctrl+Drag&Drop of mail folder" is "folder copy on Tb"?

I just tried in TB2 it gives the forbidden symbol.
In TB3 it gives the '+' sign or add symbol, so I guess that needs to change back if it wasn't their intention to have a copy option. I don't ever need it I just went on the symbol thing.

Aha! (I assume "it" == "Ctrl+Drag&Drop, holding Ctrl pressed")
I could see same phenomenon, and in Tb3, '+' sign is displayed when mouse is moved on a mail folder of same account, and when I did Mouse_Up(Drop), folder was MOVED under Drop'ed folder.
It looks for me that Tb 3 assigns same action as "Drag&Drop" to "Ctrl+Drag&Drop". Since "Drag&Drop between accounts == COPY instead of MOVE", I feel "Ctrl+Drag&Drop between accounts" is comfortable than "Drag&Drop between accounts". Don't you think so?
(I dislike "Drag&Drop_by_left_button of file between drives == COPY", so I use Drag&Drop_by_right_button on MS Win.)
Do you think Tb 3 should behave like Tb 2 when "Ctrl+Drag&Drop"?
Do you think "Drag&Drop" should always be MOVE and "Ctrl+Drag&Drop" should always be COPY? Because "Drag&Drop between accounts" is similar to "Drag&Drop between drives, I think "Drag&Drop between accounts==MOVE" is better to be avoided.
Do you think "Ctrl+Drag&Drop" should be assigned to more useful function?
Anyway, current behaviour is slightly confusing. If you think some improvements will be required for many users, please open separate bug for "Ctrl+Drag&Drop of mail folder".
like you I unless I'm particularly conscious of how I'm using the d&d in win with left key, I too use the rtkey d&d.
I think move only function is fine. If someone actually wants to copy email they can do so the more difficult way not an easy way based on the rare need. They can make a new folder and select email and ctrl d&d which does copy.
I can file a bug based on the fact that TB3 should not show the '+' sign when they meant the 'forbidden' sign. I'll do that in a separate bug now.
