Since the toolbar buttons have been displaced into the message header, and the space there is already cramped, it is essential to minimize the space the buttons thee consume.
Also, image buttons are far more recognizable than text buttons.
Therefore, the default setting (perhaps customizable) should be that the message header buttons (e.g., Reply, Reply All, Forward, Delete) are images (not text) per default.

This might be a dupe of bug 505169 (damn), although this bug is about the *default* setting.

I'm sure some of the code from the awesome CompactHeader[1] add-on can be used to significantly help with fixing this bug.

I think this bug is close enough to be called a duplicate of bug 505169. I would also consider a decision on the default buttons to show to be part of that bug as part of the implementation. Therefore marking as duplicate of that bug.
