At several places, it is necessary to select a folder:
* "Move to folder" action in mail filter definitions, see bug 466247
* Move To/Copy To context menu
(* other places?)
The UI is different between the first two cases. Apparently (no reference given) the flat list in mail filter definition is "by design".
IMO, picking mail folders should have a common user interface. There might be customizations to be chosen when it is used, but the basic appearance should be the same.
Criteria to be considered in the design:
* How to handle multiple mail accounts? Is it necessary in all cases to show all accounts? Maybe they should be merged? When you always choose folders from "Local Folders", it's one mouse move that costs time and is just tedious.
* Ability to create new folders (see bug 475160)
* Filtering by a search in the folder names (see also bug 479767). It's unclear how to display the folder tree then. In a context menu this is probably much different from bug 370737.
That's all that comes to my mind at the moment.

So I am unsure then of exactly what the request is. Do you want a "common mail folder picker"? (If so bug is WORKSFORME since this already exists.)
Do you have reasons to replace the existing folder picker with a new one? If so, please be specific about the problems with the old one you want to solve.
Do you have complaints about specific choices in the use of the folder picker? If so, those specific complaints might be a better bug than assumming that the solution is to throw out what exists, and replace it with something that is "new".

Well, all I can say about this is that the folder selection in the Move to/Copy to context menus is VERY different from the folder selection in the filter definition. If that is really the same code - well, then so be it. In that case, it should be even more easy to make them look more similar ...

I suspect the folder picker in context menu has evolved, and in filters it has not

There is bug 315367 to replace the flat list in the filter editor with the common one from folderWidgets.xml.
But you can keep this bug from the other suggestions.
So comment 4 is solved now.
If you want to use this bug for the other new features proposed in comment 0, please update the summary and move to mailnews product as that is where the common picker resides.
