This is dependent on Armen's work in bug 525327.
However, once that happens, the release factories will be missing the multilocale deb.
This bug tracks the work to get the incoming multilocale repack into the release factories.

Bug 525327 has changed to keep the logic in the same factory, but get rid of the MultiNightlyL10n scheduler.
With that approach, this bug is no longer needed.
