Over in bug 492913 there's been some work done to support creating initial patcher configs. We should take advantage oft hat work to support creating the initial patcher config when we do updates for the time in a cycle, rather than creating it by hand.

I don't think this is very useful to do anymore, because we've moved to patcher configs that will exist forever (mozBeta & mozRelease).
