l10n_verification for 4.0b2 failed because 4.0b1 was en-US only, so running metadiff against non existent directory exits non zero.

Probably we need explicitly create non existent directories. In this case diff exits with error code 1 which is in L10nVerifyMetaDiff's ignoreCodes list.

Given that we don't do en-US only releases anymore, I think we don't care to fix this for the forseeable future.
