Compose window should display conspicuously the Default Character coding in use

For the benefit of multiligual users, the Compose window should always display
the actual character codings defined in Default.
In addition, the character code warning dialog should display the actual
character coding being used instead of referring to "Chosen Character Coding".

About the compose window title, we had a discussion before internally and many
people (no multilingual users) did not like to see character coding (e.g.
"Western ISO-8859-1") in window title. You can post this issue to newsgroup
(mail-news and i18n) to hear people opinions.

Mozilla/NN really sucks as mail/news reader from the internationalization point
of view. It is designed to read/write in Latin. :(

I have to change the Character coding every day for many times since I do not
show in which coding it is now and I get the warning only when I send the mail out.

I sudgest: in status bar to have an area for showing the currently active
Character coding and from the right click on it I may choose from selected
Character coding (I need only 3 and I hate to scroll thrue other sets to fine
needed).

This would defenetly make non Latin users life easier.
