Selecting urls of IDN domains (such as
президент.рф) should show the "Open link" context menu, like it does for urls of regular domains.

The data link doesn't work because it only shows garbage. If you want to use it please update to use unicode.

Data link works for me without any problems, if I choose UTF-8 encoding.

Which should preferable be part of the data url itself. Updated url so it directly uses UTF-8.
I don't think mozITXTToHTMLConv is the right way to go. For starters, it is not IDN-aware. Getting IDN detection to work will require the use of nsIIDNService.
