Details
Users tend to get very confused when confronted with a panel as it appears to be a window and focused, but is not dismiss-able via Ctrl-/Command-W.

Note: this is especially troubling to Linux users whose window manager does not display the frame - and others which display the frame but not the close button.

I believe this is a dupe of bug 630460, albeit with a better summary.

I was hoping (and told) that this would be fixed with bug 720177, but it has been closed as WONTFIX.
This bug here is annoying enough for me to consider fixing it myself. Can you give me any pointers how to tackle it? :)
