doing the 5.0b1 release, and got stuck in an error loop because the repacks weren't there.

Just to make sure I understand: 5.0b1 was an en-US only release in which shipped-locales still contained a list of all of the locales we usually ship?

In that case, I would argue that shipped-locales should be updated prior to the release to accurately reflect what is being shipped rather than us add a special case for this situation. Another solution would be to not use autosign for these.
