Steps to Reproduce:
1. Install 3.1.9

2. Mail compacting is disabled by default.

3. Read and delete a lot of e-mails, and remove them from the Trash.

4. Watch the size of the Trash file in the operating system.

Actual Results:  
It grows indefinitely, up to many gigabytes.

Expected Results:  
It should do garbage collection itself.

1. "Compacting" should be enabled by default, for those users
who don't care about (or don't know) configuring Thunderbird.
Otherwise, the mailbox file will grow indefinitely.
So, I consider this a bug, and not a suggestion.  In fact,
it is wrong *not* to do garbage collection.

2. The default "100 K" is probably left over from a long time ago.
Nowadays, this default value is too low.  A better way is probably
to change the unit into "M" and have the default at "2 M", or
subject to internal discussion in Thunderbird.
