In the chrome/content menupopups, we could put a separator at the bottom and allow a "Select document by click" or something. We could also cut out the (probable) intermediate steps and go ahead and show the element that was clicked, too.
Alternatively, since clicking has proved to be troublesome (bug 201827 and bug 113537), we might consider instead entering a similar "Select document to inspect..." mode, but instead of using a click, temporarily overriding the Ctrl+/Cmd+Shift+I keyboard shortcut.
