Some people might just want the logs & status, not the actual builds so let's make it easier to save space on ftp and just not upload the builds in the first place if the syntax requests it.

Since tests & talos rely on builds and we haven't had disk space issues lately I'm going to resolve this WONTFIX and let the cronjobs on storage be the decider here of how we keep the builds from getting too piled up on ftp.
