Now that buildbot-0.8.4-pre-moz2 is deployed everywhere (except for the stragglers in bug 637347), it's time to turn on idleizer globally. This will hand out a .tac file which *requires* this version of Buildbot, meaning any slaves with previous versions will fail to start.

This adds the idleizer invocation, and also points the .tac to the correct BuildSlave instance (c.f. bug 637349).

When this lands, I'll also remove the "custom" .tac files currently used for the staging systems.

I also removed the existing idleizer tac template from the db. A few of the slaves with the new .tac have successfully started, so now we wait a few hours, and then adjust the checks (bug 627126)
