could Splinter auto-generate less boilerplate text?

For a simple r+ where the only comment is an overall "Thanks!", bugzilla shows:
"Comment on attachment 558497 [details] [diff] [review] [diff] [details] [review]

which is pretty noisy and unpleasant to read. To avoid this, I avoid Splinter when I only have an overall comment. In general, the "Review" and dashed lines seem unnecessary when at the beginning of a comment. Perhaps there is some other situation where text can be inserted between the "Comment" and "Review" lines, but in the case that there isn't, I would appreciate if the the "Review" and dashed lines could be dropped.
