Per bug 706488 we need to show What's New Page. Once we land this, need to file a bug to backout the patch for 10.0.

AUS2 throttling which disables idle-time updates and enables manual check updates to 9.0

8.0 -> 9.0 patcher config with "actions silent" removed. Still need to check the final list of locales and update the build IDs.
