because we do it, apparently.
we need a signmar binary for mac, and adjustments to puppet manifests to sync out the right version.

sync out correct signmar + deps to mac machines
After landing the tools patch and manually updating those checkouts, I updated the puppet master with this patch and verified by watching /var/log/messages for success.

Both mac signing machines should be capable of signing MARs now.
