The user should know what's going on - when the page looks weird and then stays
like that, it'd be nice if the user was told that the connection is stalled. I
suggest "Transferring data from www.com at 5.1 k/s" or "Transferring data from
www.com (stalled)" if it's at 0kb/s.

Yes indeed -- Navigator's loading status text is far from ideal at the moment.
And transfer rate will (probably) be part of this when I do a spec it later.
Unfortunately, any significant improvement probably requires a fair bit of help
from netlib people. But if anyone is interested, let me know, and I'll push it
to the top of my queue of specs-to-write.
