We have 28 new tegras coming in bug 765424 and they'll need to be hooked up to foopies. I think the easiest way to do this would be to reclaim 2 existing minis (possibly from Clint) and get them powered and racked for use as foopies.

The fallback plan is bug 767457, but linux foopies would introduce (more) heterogeneity to the foopy pool and have not been adequately tested at this point AFAIK.

foopy21 can be enabled - it was being used for testing and had been set aside earlier but hasn't yet been re-enabled.

then we would only need one (or move foopy06 from staging to production)

OK, sounds like we have the foopy capacity we need already. 

Please file another bug if you need to backfill that staging foopy we'll be cannibalizing (probably just wait for linux foopies though).
