Now that we have mozharness scripts and config files for Marionette, I believe we'll need some code in buildbot-configs to enable it, ala http://hg.mozilla.org/build/buildbot-configs/file/e85c12f3273a/mozilla-tests/config.py#l1185.

This is modelled after the peptest config. It only enables this for m-c and m-i; we can add try later once we verify the tests are stable.

We'll need to upload puppetagain packages for Marionette before deploying this.
