Since Java lazily starts now, it would be nice if the OJI plugin updated the 
status bar message with something informative like "Starting Java...." similar 
to what Nav 4.x has. It should be a trvial, one line call to set and clear the 
status bar.

I want to make sure we have lazy loading working 100% with liveconnect before 
putting anything like this in.

True, it is an easy change, but don't forget we need to add the necessary 
support for localizing the "Starting Java" type messages.

Setting to FUTURE, pending resolution of 78840.  

Also, this bug is related to the ancient bug 1785, PROMPT BEFORE STARTNIG JAVA.

Ahh...I opened another bug: bug 79481

...but...I found out that the W3C has a "stanby" attribute for the OBJECT that 
which is responsible for doing this. We need to take that into account, see bug 
79481
