b2g will start using releases-mozilla-beta repository from github as the uplift occurs.

Must ensure it's ready to handle the load, to avoid repeat of bug 799843

This work is not blocked by branch contents or status, so can be completed any time prior to the merge.

There will be no patches needed to any of the existing release tooling. All adjustments will be happening in the vcs2vcs system.

repo is ready to go on github-sync3, waiting for completion of uplift to activate.

It's activated, and gecko-18 is updating on git.mozilla.org/release/gecko.git
