For beta and release builds of desktop Firefox we generated partial updates by downloading from a firefox/candidates/<version>-candidates/build<N>/update/... dir. If we download from firefox/releases/<version>/update instead we can free up space in the candidates directory more easily.

One time we won't want to do this is for release builds on beta, and having to respin the release build. At that point there is no firefox/releases/<version> to build a partial from.

We can cover that by doing a test on version == oldVersion, using StrictVersion from distutils.version for the comparison.
