When started for the very first time from the homescreen, with a passcode set, the dialog to request permission to use the GPS is shown *under* the camera and will popup as soon as you unlock the phone. It will say 'System would like to know your location' instead of the usual 'Camera would like to know your location'. What are the security implications of granting 'System' the geolocation permission? Would this override anything? Could this lead to surprises? Mess with the permission system?
related to bug 805985, I think that bug was closed off prematurely. duplicate to bug 828965?
Spoke with St3fan. We would like to leave this bug open to address security concerns separately from bug 828965.

Permissions work now at the application level. This is not an issue anymore.
